Agency or SEO tool? What to buy and what it costs in 2026

Trying to decide between another SEO subscription and outside help? Start with the job you need done, then compare the real scope and cost.

Decide what is missing before you compare vendors

It’s easy to compare feature lists before you’ve decided what’s actually missing. Pause for a minute. Do you need better data, someone who can interpret it, time to make the changes, or help coordinating the people who need to make them? A tool and an agency solve different parts of that problem.

  • Need keyword, crawl, backlink, or rank data, and already have someone who knows what to do with it? Start with a tool.
  • If nobody has time to act on the findings, another dashboard probably won’t fix the bottleneck.
  • For a migration review or a clear diagnosis, a fixed project may make more sense than a monthly retainer.
  • If the work needs attention every month, consider an agency or a hybrid setup. Just agree on who owns each task.

What common tools cost

A few public prices give you a starting point, but the plans aren’t identical. Check the limits on sites, tracked keywords, users, prompts, and reports. Annual billing and add-ons can change the total, too. Here are examples from vendor pricing pages; check them again before you buy.

  • Semrush lists SEO Toolkit plans at $139.95, $249.95, and $499.95 a month. The higher tiers come with different project, keyword, crawl, and reporting limits.
  • Ahrefs lists Lite at $129 a month, Standard at $249, Advanced at $449, and Enterprise at $1,499 with an annual commitment. Check user and usage limits before comparing it with another plan.
  • Semrush’s AI Visibility Base plan is listed at $99 per domain a month with annual billing. A monitoring tool can show you what it observed; it can’t guarantee that an AI will cite you.
  • And don’t overlook the free tools you may already have. Search Console and Analytics can answer useful questions about your own site, even if they won’t replace a full SEO platform or a careful diagnosis.

What agency work costs

An agency fee depends on what the team is actually doing: research, technical analysis, content, implementation, reporting, and the people involved. A one-time audit is a different purchase from an ongoing program. Published prices help you set expectations, but compare the deliverables before you compare the numbers.

  • OuterBox lists Essentials at $2,000 a month, Pro at $3,000, and Enterprise from $7,000+. Each tier has its own scope, so read what’s included.
  • WebFX says its custom SEO plans start at $3,000 a month. Its pricing guide also covers hourly and project work.
  • A one-off audit may have a fixed price. Ongoing SEO, content, or digital PR usually needs a monthly or custom scope. Either way, ask what you’ll get, what your team must do, and what costs extra.

When to buy software

A subscription earns its place when someone will use it. If your marketing lead can investigate issues, brief writers, coordinate with engineering, and check what changed, a tool may be a sensible first step. If not, work out who will own those jobs before adding another monthly bill.

A tool is a good fit if…

You know what you want to check and who will check it. A content team might need a list of pages and topics; an engineer might want recurring crawl reports; a brand team might want to watch a handful of real buyer questions. Try that exact task before paying for several tools that do much the same thing.

A tool is not a substitute for implementation

A crawler can find an issue; it can’t decide whether it should come before the other ten. A keyword tool can estimate demand; it can’t tell you whether that topic fits your product. And a visibility tracker can log a mention without proving it brought you a customer. Leave room in the budget for someone to make sense of the data.

Build a shortlist around the job

For everyday SEO research, put Semrush and Ahrefs on your shortlist and try the tasks you’ll actually do. For AI-answer monitoring, compare tools such as Semrush AI Visibility and Peec AI on the models, countries, prompts, citations, and exports you need. Use the same buyer questions in each trial. Check whether the price is per domain, user, or usage tier. The best fit depends on your market and workflow, not the logo on the dashboard.

When to hire an agency

An agency makes sense when you need expertise or hands-on capacity your team doesn’t have. Instead of asking which agency is ‘best,’ ask a more useful question: can this team solve the problem you have, within your budget and with the access you can provide?

  • Request a sample scope that names pages, outputs, owners, cadence, exclusions, and how findings will be evaluated.
  • Ask which work the agency itself performs and which parts require your developers, writers, legal reviewers, or other vendors.
  • Ask how it handles uncertainty, attribution, and results that do not match the initial hypothesis.
  • Check whether the engagement fits your market, language, CMS, site complexity, and approval process.
  • Be cautious of guaranteed rankings, guaranteed AI citations, secret placements, or a large output count with no quality standard.

A quick way to decide

Still torn? Walk through these four questions before you sign anything.

  1. What result are you trying to change?
  2. Is the gap data, expertise, time, or implementation?
  3. Who will own the work after the report or dashboard arrives?
  4. What will you measure, and when will you review it?

Compare total cost, not list price

Add up the subscription, seats, add-ons, setup, your team’s time, implementation, and renewal terms. A $129 tool that nobody uses isn’t automatically cheaper than a short project that gets a decision unstuck.

Agree on measurement before work begins

Before work starts, agree on what would count as progress. That might be fixing a technical issue, improving a priority page, earning qualified visits, or checking how a set of AI answers describes you. Keep what you observed separate from what you think caused it. A ranking or mention is a signal, not proof of revenue.

Conclusion: buy the capability you are missing

A tool is useful when someone can put it to work. An agency is useful when your team needs help deciding what to do or getting it done. Be clear about the job, the total cost, and who owns the next step. You don’t need the most impressive-looking plan; you need the one that solves the problem in front of you.
